The IBEW was founded 1891, when 10 delegates representing 286 members attended the first IBEW Convention on November 21,1891 at Stolley's Dance Hall in Downtown St. Louis. ( Henry Miller - 1st. IBEW/NECAAPPRENTICESHIP & TRAINING Brief History of "ALBAT" The American Line Builders Joint Apprenticeship & Training Committee (ALBAT) was officially established on August 26, 1958, the result of a cooperative undertaking by the American Line Builders Chapter, NECA and the International Brotherhood of Electrical Workers, Fourth and Sixth Districts. This cooperative effort was in response to the need for a recognized, pragmatic program for training persons in the skills of performing outside electrical construction work. In addition to the apprenticeship program for the occupation of Journeyman Lineman, ALBAT has also established programs for the occupations of Journeyman Sub-Station repairman and Traffic Signal Repairer/Street Light Serviceperson. Qualified Employees Make the Difference All individuals who are indentured into the ALBAT Program are trained to make sure that they are qualified to meet any challenge in the outside electrical construction industry. Introductory Training School Each apprentice is required to attend a three week "Introductory Training" class session at the ALBAT Training Center in Medway, Ohio. The training consists of instruction in the following subjects: Climbing, First Aid and General Safety, Basic Electrical Theory, Knot Tying and Rigging, and IBEW and NECA Structures. Upon satisfactory completion of the "Introductory Training" school, the apprentice will be ready for assignment in their home local area to begin the OJT portion of their apprenticeship. Classroom Instruction Each apprentice shall be required to complete three years of related instructions away from the job for a minimum of 144 hours per year. The time spent in related instruction shall be in addition to the required 7,000 hours of "on-the-job" training and shall not be considered hours of work. Periodic examinations shall be administered and properly supervised with the results reported the committee so that the apprentice's progress may be evaluated and monitored. On-The-Job Training In order to acquire the necessary skills of the trade in its various categories, the apprentice shall be provided with on-the-job training to round out his or her skills. Requirements for Graduation from the ALBAT Program Apprentices must meet all requirements of the Apprenticeship Standards prior to graduating and becoming a Journeyman in their chosen field. The requirements include: 7000 hours of apprenticeship training, a minimum of 504 classroom and related instruction hours, successfully completing the prescribed set of course material consisting of 18 workbooks and 21 tests, obtaining and maintaining a Class "A" Commercial Driver’s License, and a Department of Transportation Medical Card, obtaining and maintaining current First Aid and CPR Training Certification Cards. July 27, 2005 The Lineco Trustees are pleased to announce that as of August 1, 2005 Lineco participants will have access to a national dental PPO network through Dental Network of America (DNoA), which is owned by Blue Cross/Blue Shield of Illinois, Lineco's Medical PPO network vendor. Lineco's dental benefits are not changing, but those individuals who use a dental PPO provider will receive discounted fees. To find a participating dentist visit the (DNoA) website at or call 1-866-522-6758 between 8:00A.M. and 6:00 P.M. Central Standard Time. You can still obtain services from a non-network dentist, but you can nominate your dentist for inclusion in the PPO network by contacting DNoA at New ID cards which, will be used for both Lineco's Medical and Dental PPO, will be mailed out in the middle of August 2005. Attention All Outside Utility Construction Workers Effective October 1, 2005, the National Electrical Annuity Plan (NEAP) will provide five new Life Stage Fund Investment options for plan participants. The Life Stage fund will allow participants to invest more appropriately according to their age group. Currently NEAP is invested in one asset allocation and believes that the five different Life Stage fund options will maximize the investment returns over the plan participant’s lifetime. The Life Stage fund options are divided by participant's ages in the various decades of their working lives, they are Life Stage - Under 30, 30's, 40's 50's and 60 plus. As a participant ages, their individual account will automatically be moved to the appropriate fund. Younger participants will have a portfolio designed more for asset growth, while older participants will be geared more towards preserving assets. If participants agree to be in the Life Stage funds, you will not have to do anything, it will be done automatically. If a participant does not wish to be invested in their age appropriate fund, he or she will be free to opt out and direct their account to whatever Life Stage fund they wish. All NEAP Plan Participants should have received information about the new Life Stage fund in the mail. Monthly Safety Reminder Rubber Gloves are the most important article of protection for a lineman and must be tested regularly to ensure the proper dielectric strength for the voltage of the circuit to be worked on. Testing of rubber protective equipment is covered in Article XXVII, Safety Rules, Agreement No. 4-101-A for Outside Utility Construction. Section 27.05 - All rubber protective equipment shall be inspected before each use for defects and periodically must be tested electrically at the laboratory and if found defective shall be rendered unfit for further electrical use by the party making the laboratory test. Maximum required tests periods shall be 90 days for gloves and sleeves and six months for blankets. Maximum field use for rubber gloves and sleeves shall not be in the excess of 60 days. Hose and hoods shall be inspected visually and discarded when excessive damage is found. All rubber gloves and sleeves shall indicate the last test date on the glove or sleeve. Please take the time to visually inspect and check testing dates on all rubber protective equipment. Everyone must accept responsibility for the prevention of accidents!
